Business Situation
Generalitat de Catalunya is embarked on an ambitious eGovernment initiative with the help of Accenture which will transform the way it delivers its services and significantly streamline its operations. A cornerstone of this is the Catalonian Open Administration (AOC) - a convenient internet portal and service that provides a single point of access to all government services. A new public company called .CAT provides an authoritative body to co-ordinate between agencies and to package cross-departmental services for delivery to citizens and businesses. On the user side, a critical requirement is for a unique digital identification for each service user.
Solution
The solution that is being developed for the citizen portal is based on Windows 2000 Advanced Server (as an operating system and for related services), the family of .NET Servers, Visual Studio and Microsoft Solution For Business (MSIB). The technical architecture utilizes ACA DNA and ACA is used for service development. Leveraging the ACA asset meant that the project could get up and running quickly and efficiently.
Results
- The project is establishing a new citizen-centric model of Government
- All legacy systems are integrated in one point via the portal
- A greater degree of self-service will introduce administrative efficiencies
- Improved citizen service levels and a more integrated service
