Business Situation 
  • Navarra experienced a five-fold increase in the number of cases brought before the courts.
  • The resulting overhead in administration and information management created great redundancies and complexity
  • Processes and systems fell short of meeting the escalating caseload needs of judges, citizens, attorneys and prosecutors.
  • Along with the legally required paper-based files, a parallel electronic solution was seen as a way to more efficiently manage information and administrative processes. Moreover, Navarra wanted this system to be leading-edge to fit in with its vision of becoming a technology leader in providing justice services and public administrative services in Spain.

 

Solution
  • A combination of a new approach to handling the administration of court cases and the application of the latest Microsoft .NET technologies.
  • Avanade helped to design and build a technical architecture for the solution based on the Microsoft Windows 2000
  • Advanced Server platform using SQL Server 2000, Visual Studio .NET (C#), and Microsoft Office System XP
  • Avanade undertook the detailed design and development work on the technical architecture, programming and testing. Their experience in developing large-scale solutions based on Microsoft .NET was critical to the project’s success
  • The decision to use .NET set the stage for Navarra to use Web-based applications that would allow a high level of software integration with information, people and potentially other Navarra governmental systems, such as police and prison systems.

 

Results
  • The Navarra courts have experienced shortened time to resolve cases with an expectation to help double the rate at which the justice courts are able to process cases.
  • There has been a radical change in the way justice-related people work because of the automation of complex administrative procedures. More than 50 justice offices in Navarra can share information as well as connect with prosecutor offices. It is also possible to connect with attorneys and other official and civil agencies.
  • The system accepts documents and input in any medium - electronic, voice, video and scanned paper documents --thereby greatly easing workloads by creating a technology-based information flow that parallels the required paper flow.
  • Better planning and forecasting is possible as the solution offers previously unattainable information on each justice department throughout Navarra on status of cases pending and cases solved.
